I would like to mark everyone's reply as helpful, but I can't. After a lot of experimenting I think the problem is in the finding the correct Display.

First there is a directory /usr/X11/bin which contains xeyes so I'm sure X11 is installed. If it's installed with X11, it should run under X11; in other words there's something I don't understand. I start by clicking on the Terminal Icon on the Dock; and bring up an xterm window.

I do ps aux grep xterm and do not find anyone running xterm. Next I go to the Finder and double click on X11.app. An icon flashes. In the terminal I started with I repeat ps aux grep xterm and now I find that klee12 (my login name) is running -xterm and root is running /usr/bin/login -fp /usr/X11/bin/xterm. But there's no new visible xterm; the only xterm I've can see is the one I got from the Dock.
