This is my first time posting here and I am hoping the MAC community can help me out with this very weird issue that I am having. I recently did a time machine backup to a 1TB Seagate Backup Plus Slim Mac edition external USB 3 hard drive.

The time machine backup was taken from an early 2015 MacBook 12' Retina running High Sierra. I then sold the MacBook and purchased a late 2012 Mac mini with the 2.5ghz i5 and installed a Kingston A400 SSD in the mini and did a clean install of High Sierra. When I plugged in my external drive (just 1 days later) it is not being recognized by the mini anywhere but System Information. The drive is not showing in disk utility, not mounting, and is only visible under System Information under USB as a device (no drive info) and not showing under storage tab in system info. When the drive is plugged into USB, it lights up, I can hear it spin for a few seconds, then it stops and doesn't display anywhere.

Below are the steps that I have taken. I booted the mini to the recovery partition, wiped the internal drive and did another fresh install of High Sierra. The finder preferences are set to display the external on the desktop and the finder sidebar. Ran disk utility and the drive does not appear. Rebooted into recovery partition and ran disk utility from there, the drive does not appear. Did an Opt+ reboot, not listed as a drive option there.

I have checked various other USB sticks, and usb devices in the same USB port on the mini and they all function perfectly. I have moved the external drive to all of the ports and no change. I removed the drive from its enclosure and placed into an external enclosure with a separate DC power supply and it does not show anywhere, not even under system info. I have tried to find the drive with 4 different data recovery software tools and none registered its existence. Finally, I plugged the drive into a Windows 7 machine, at which point it recognized that a drive had been plugged in and began its process to read the drive but it did not show up in Windows as a drive either.
