I my usage and testing, I've not seen a situation where the 'Support and Recovery Assistant' tool failed to create a working profile, but I've not tested it with the combo of Outlook 2016 AND Windows 10.

So this really falls on the shoulders of Microsoft. If it works OK with Outlook 2013 but fails with Outlook 2016, then logically one would reasonably surmise that Outlook 2016 is at fault. Microsoft was quick to release several updates for Win 10 within a few days of it's GA release, but so far I've not seen any updates for Office 2016. Another gotcha I've run into with Outlook 2016 has to do with opening of a shared calendar. If you open a shared calendar (that opens properly in Outlook 2010/13), Outlook 2016 will apparently hang. The workaround fix is to restart Outlook and go into the account settings and unclick the box 'Download Shared Folders' which is found on the same page as the 'Use Cached Exchange Mode' check box. Once you do this then the shared calendars will open correctly.

In regards to your problem, you might try setting up the profile to use the.onmicrosoft.com address temporarily rather than the domain.com address to see if that might help. I've had spotty results trying it but it might help in your case. If it works then remove that profile and try setting up the regular profile. As this may be related to what I'm experiencing my next step is to troubleshoot how to get the systems to see the AD server on the other side of the site-site VPN. I commented above that the weird thing I've seen is that I can successfully create an email profile from a local user account but cannot whilst logged into a cached domain user account.
